on december 15, the high-level forum on china ip protection 2023 roundtable, co-hosted by china intellectual property news (cipn) and the administration committee of hebei xiongan new area, was held in xiongan, hebei, with the theme of "strengthening the legal protection of intellectual property rights and optimizing the innovation and business environment." mr. bai guangqing, senior counsellor of the wipo office in china, and mr. hu wenhui, deputy commissioner of the china national intellectual property administration (cnipa), attended the forum.

mr. bai emphasized that china's innovation system has undergone a remarkable transformation, now standing as one of the world's key engines for innovation and intellectual property (ip). this year marks the 50th anniversary of wipo-china cooperation, celebrated with special commemorative events in beijing and geneva. wipo has witnessed and participated in the establishment, growth, and enhancement of china's innovation and ip system. today, china has emerged as one of the strongest ip engines globally, leveraging ip to push new w**es of innovation and creativity onto the world stage. both wipo and china regard ip as a powerful catalyst for promoting employment, business growth, investment, as well as economic and social development.
胡文輝指出，智財權保護是一項系統工程，國家智財權局會同各部門、各地區不斷強化系統思維，加強協調聯動，從智財權保護的全鏈條、全過程、各要素上加強整體設計，完善整體保護格局。 首批10個國家智財權示範區建設已全面啟動。
mr. hu noted that the ipr protection is a systematic ende**or. the cnipa, in coordination with various departments and regions, continuously strengthens systematic planning and coordination to bolster ip protection across its entire spectrum. this effort involves refining the overarching design and expanding the protection framework. the construction of the first batch of 10 national intellectual property demonstration zones has been fully initiated.
來自國家智財權局、最高人民法院智財權法庭、最高人民檢察院智財權檢察院、國家版權局、京津冀地方智財權管理部門以及京東集團、寧德時代等知名企事業單位的專家，共同探討了本次論壇的主題。 論壇期間獲悉，國家智財權局正在為明年初實施《專利法實施細則》和修訂《專利審查指南》做準備國家版權局正在推動修訂《著作權法實施細則》、《著作權集體管理條例》、《資訊網路傳播權保護條例》今年前三季度，全國檢察機關審查起訴的涉智財權案件數量達到2件20,000件;最高人民法院智財權法庭成立三年來，裁判標準進一步統一，裁判質量和效率進一步提高，國家創新驅動發展戰略智財權戰略實施的司法保障進一步加強。
representatives from the cnipa, the intellectual property court of the supreme people's court, the intellectual property prosecution office of the supreme people's procuratorate, the national copyright administration of china, local ip management authorities in beijing, tianjin, and hebei, as well as experts from renowned enterprises and agencies like jd group and catl, engaged in the discussions. during the forum, it was revealed that the cnipa is preparing for the early implementation of the detailed rules for the implementation of the patent law and revising the patent examination guidelines. the ncac is advancing the amendments of the regulations for the implementation of the copyright law, the regulations on collective management of copyright, and the regulations on protection of the right of communication through information network. in the first three quarters of the year, national prosecution authorities reviewed and prosecuted 22,000 cases involving ipr. since its establishment three years ago, the intellectual property court of the spc has further unified judgment standards, improved the quality and efficiency of trials, and strengthened judicial protection for the implementation of the national strategy for innovation-driven development and ip strategy.
